golbou’s professional qualifications include 18 years of experience in the Human Resources field, including as an HR Project Manager for a public sector focused HR consulting firm prior to joining the Personnel Perspective.  Before becoming a consultant in 2018, she served as a Deputy Director and Director at County and City agencies in the public sector. golbou’s HR experience began in the private sector first with a small, local executive search firm, and then as an HR Manager with a large retailer before moving into government work. Currently, golbou serves as The Personnel Perspective’s Operations Manager and Senior Consultant working with local businesses.

 

She has extensive experience in all aspects of human resources including but not limited to policy development and administration, performance management programs, coaching, job classification and compensation, hiring including recruitment and examination, organizational development and training programs, EEO, employee and labor relations, MOU administration, discipline administration, presenting to Boards, Commissions, and other executive stakeholders; and general human resources leadership and administration. 

 

During her tenure she has overseen large HR divisions including recruitment, Training and Workforce Development, risk management and worker’s compensation, leave administration, HRIS and benefits reporting, and everything else HR-related. Some of her training-related projects included revamping large and small scale training programs, creating competency based training models, adding certificate tracks for various levels of employees, and working with staff to create and vet leadership, safety, anti-harassment, unconscious bias, performance management, legal hiring, supervisory and management courses among many others.  golbou experience serving as a diversity practitioner began when her own journey as the child of immigrants led her to question how people with diverse backgrounds are treated at work.  She has had training in cross-cultural communication, participated in employee resource groups, and gone through diversity practioners certification training.  golbou has developed and deployed several diversity-based trainings including Diversity Awareness and Implicit Bias and is responsible for The Personnel Perspective’s diversity training program.

 

golbou served as an instructor for Sonoma State University’s Human Resource Certification courses for 11 years and has served as a speaker during many large public sector HR conferences where she presented virtually and in person to hundreds of participants.

 

golbou earned her B.A. degree in Psychology at University of California, Berkeley; her MBA degree with an emphasis in Human Resources Management from Sonoma State University; and holds the SPHR, SHRM-SCP, and IPMA-SCP professional certifications. Certification as a Certified Diversity Practitioner in progress.
